The City of Oulu (Finland) and HY2GEN Nordic have signed a Letter of Intent (LoI) to further develop the green transition industrial site in Vihreäsaari. HY2GEN plans to build a plant there for renewable hydrogen and synthetic fuels (e-fuels). What matters here: this site is not just “somewhere” – it is a strategic location that the city had already secured for this project through a planning reservation in November 2025.

The LoI is also more than just a friendly handshake: both parties have explicitly committed to concluding a cooperation agreement in 2026. Among other things, this agreement is expected to regulate the start of detailed planning, a target timeline, and the allocation of planning costs. For projects of this scale, this is exactly the point at which an “intention” starts to become a solid pathway toward an investment decision – and one that gives industry the planning certainty it needs.

For the market, Oulu is therefore another example of how PtX plants can scale: the right location, suitable land, and pragmatic procedures & governance all help accelerate the ramp-up of e-fuels. According to its own statements, Oulu is already positioning itself as the most important hub for synthetic fuel projects in the Baltic Sea region – with six projects reportedly underway across the city. We are excited to see what comes next.

In wastewater treatment plants, a significant amount of carbon dioxide is generated. At the Emscher, there are plans to convert this gas into usable E-Fuels in the future. Wastewater treatment plants are no longer just places of energy consumption but have also evolved into renewable energy generators. The Bottrop wastewater treatment plant, operated by the Emscher Cooperative, is set to become the site of a groundbreaking pilot project called “E-BO(2)t.” This project aims to produce E-Fuels on an unprecedented scale, as announced in an official statement by the Cooperative.

E-Fuels are synthetic fuels produced using electrical energy from carbon dioxide and water. Wastewater treatment plants are well-suited for this production due to several location advantages. The Cooperative emphasizes that wastewater treatment plants can not only contribute to production but also utilize the oxygen produced during wastewater treatment to maintain clean water bodies. A notable feature is the highly concentrated and environmentally friendly source of carbon dioxide in these facilities. The biogas contains 30 to 50 percent green CO2.

Dr. Frank Obenaus, the Technical Director of the Emscher Cooperative, highlights, “One of the advantages for us as wastewater treatment plant operators lies in the green utilization of the carbon dioxide generated during biogas combustion and in the production of storable methanol as fuel for commercial vehicles and backup power generators.”

Almost 80 experts from 11 different countries gathered under the motto ‘E-Fuels in Focus: A Sustainable Future for the Transportation Sector’ to discuss the significance of E-Fuels in transportation strategies and assess their potential. Federal Minister Volker Wissing emphasized the importance of international networking and the need for consistent rules, certifications, as well as quality and sustainability standards for E-Fuels.

On September 4, 2023, a political exchange took place at the ministerial level, with representatives from Germany, Japan, the Czech Republic, and Morocco discussing the importance of E-Fuels in various countries and sectors. Subsequently, the conference focused on discussions between research, industry, and policymakers regarding the challenges and opportunities related to the production and utilization of E-Fuels.

Wissing highlights the role of E-Fuels in achieving climate protection goals

Federal Minister Volker Wissing emphasized that E-Fuels play a crucial role in achieving climate protection goals and serve as a significant complement to electromobility. A successful market expansion requires international political support, uniform standards, and legal frameworks to reduce costs and increase production capacities. Wissing also stressed the necessity of legal and planning security for industry and investors.

“We need to know what kind of E-Fuels we expect and which E-Fuels we want to trade internationally. Only then can an international market emerge.”

Volker Wissing clearly emphasizes the role of E-Fuels in achieving climate protection goals © BMDV

The conference comprised three discussion rounds:

Role of E-Fuels in aviation, maritime transport, and road traffic, where experts provided fascinating insights.

Production of E-Fuels, potentials, and challenges, with a focus on the future of production.

Market expansion of E-Fuels and possibilities for widespread availability, featuring prominent representatives from the aviation industry, the industrial sector, and the automotive industry.

The conference concluded with a press conference where Ministers Volker Wissing, Martin Kupka, and Fusae Ōta shared their insights. The E-Fuels conference marked the beginning of an international E-Fuels dialogue that will continue on both technical and political levels. The goal is to establish a global market by implementing international certifications and uniform quality and sustainability standards for E-Fuels. Federal Minister Volker Wissing emphasized the need to develop clear expectations regarding which E-Fuels are anticipated and which should be traded internationally to facilitate the creation of a global market.

bft welcomes the results of the E-Fuels Conference

The Federal Association of Independent Gas Stations (Bundesverband freier Tankstellen e.V.) also welcomed the results of the conference in an official press release.

“The internationally high-caliber conference demonstrates that E-Fuels are seen as part of the solution to achieve global climate protection goals. We need this product – it’s indispensable,” said Duraid El Obeid, Chairman of the bft Executive Board, who participated in the conference. “We have been advocating for this politically for a long time. However, it is important not to limit the use of E-Fuels only to the mentioned areas but also to view them as a complement to electromobility in road traffic. Firstly, this has the greatest leverage to rapidly reduce CO2 emissions in the vehicle fleet. Secondly, it sends the right signals to the industry to invest globally in large-scale production facilities.”

In the state of Saxony-Anhalt, in Leuna, an exciting research project is currently underway, focusing on the development of electricity-based fuels. The aim of the project is to make a contribution to reducing climate-harming emissions in the transportation sector. Various companies and research institutions are collaborating in a consortium to achieve this goal.

The consortium comprises renowned partners such as the oil company TotalEnergies, Global Bioenergies GmbH, the Fraunhofer Institute for Large Structures in Production Engineering, and Martin Luther University Halle-Wittenberg. Together, they aim to advance the development and production of electricity-based fuels.

Electricity-based fuels, also known as e-fuels, are produced through electrolysis. Excess electricity from renewable sources is used to split water into hydrogen and oxygen. The obtained hydrogen can then react with CO2 from the ambient air to produce synthetic fuels such as methanol or kerosene. These e-fuels can replace conventional fossil fuels in vehicles, thereby contributing to the reduction of greenhouse gas emissions.

The research project in Leuna aims to optimize the production of electricity-based fuels and improve the economic viability of this technology. For this purpose, a pilot plant will be established to test the production and processing of e-fuels. Additionally, different methods and technologies for implementing the electrolysis process will be explored.

The significance of the project lies in the potential scalability of electricity-based fuel production. If it is possible to reduce production costs and optimize the technology, e-fuels could play a crucial role in decarbonizing the transportation sector in the future. Especially in areas such as aviation or shipping, where alternative propulsion technologies are still limited, electricity-based fuels could be a promising option.

The research project in Leuna is another step towards a more sustainable mobility and a reduction in dependence on fossil fuels. Through the close collaboration of companies and research institutions, valuable insights are being gained, which can contribute to the further development of electricity-based fuel technology.

German company Ineratec has signed a cooperation agreement with Zenith Energy to develop a commercial Power-to-Liquid (PTL) plant in the Port of Amsterdam. The plant aims to convert renewable electricity into liquid fuels, making a significant contribution to decarbonizing the transportation sector.

The partnership between Ineratec and Zenith Energy aims to deploy the technology for large-scale conversion of electricity into liquid fuels. The planned PTL plant in Amsterdam is expected to have a production capacity of 35.000 tons of sustainable aviation fuel per year. This fuel can be used in both air and road transportation, contributing to the reduction of CO2 emissions.

The core of the plant is Ineratec’s modular Fischer-Tropsch synthesis, which enables the production of synthetic fuels from hydrogen and CO2. Fischer-Tropsch technology has been known for decades and has been successfully used to convert coal or natural gas into liquid fuels. Ineratec has further developed this technology to utilize renewable hydrogen and CO2 from the air or industrial processes.

The modular design of the plant allows for flexible scalability and efficient operation. The modules are delivered in containers and easily interconnected on-site. This enables the plant to be adapted to different locations and operated even in limited space.

The choice of the Port of Amsterdam as the location for the PTL plant is due to its favorable geographical position and existing infrastructure. The port provides access to renewable electricity from offshore wind farms and has sufficient storage and logistics facilities for the production and transportation of liquid fuels.

The collaboration between Ineratec and Zenith Energy is a significant step towards decarbonizing the transportation sector. By converting renewable electricity into sustainable aviation fuel, the PTL plant can make a substantial contribution to reducing CO2 emissions and pave the way for climate-friendly mobility.

Stellantis is working to support the decarbonization of its vehicle fleet by exploring alternative fuels. The company is currently testing synthetic fuels, known as eFuels, on 28 different engine families to see how well they perform in practice.

Reduce the environmental impact of combustion engines by using eFuels

The use of eFuels is one way to reduce the environmental impact of combustion engines, as they can be made from renewable sources. Stellantis has set a goal to fully decarbonize its fleet by 2030 and is looking for alternatives to fossil fuels.

Stellantis’ eFuel tests are being conducted in close collaboration with industry partners, including TotalEnergies, which is involved in the construction of an eFuel facility in France. Stellantis is optimistic that eFuels will be an important part of its future decarbonization strategy.

Currently, Stellantis is focused on validating eFuels for use in passenger car applications, but the company also has plans to test the fuels for commercial vehicles. The results of the tests will be used to determine which engines are suitable for the use of eFuels and how they can be integrated into current engine designs.

Stellantis has also committed to launching five full-electric vehicles by 2025 to achieve its decarbonization goals. The company plans to convert at least 70% of its European sales to full-electric and plug-in hybrid vehicles by 2030.

The use of eFuels can play an important role in decarbonizing transportation, as they provide a way to utilize existing infrastructure and reduce the environmental impact of combustion engines. It remains to be seen how successful Stellantis’ tests will be and whether eFuels will actually be a viable alternative to fossil fuels.

Overall, Stellantis’ commitment to exploring eFuels shows that the company is striving to do its part in combating climate change and aligning its fleet with a more sustainable future.

Ineratec, a German company specializing in chemical technologies, is breaking ground on the construction of an E-Fuel production plant in Frankfurt am Main. The project is being carried out in collaboration with partners such as Deutsche Lufthansa, Fraport AG, and the city of Frankfurt am Main, with the goal of producing synthetic aviation fuels from renewable energy sources. The associated plant modules have been manufactured in Karlsruhe since the summer of 2022 and will be gradually integrated into the facility in the following months.

The plant, which will have a capacity of around 2,500 tons per year, will be one of the largest E-Fuel production facilities in Europe. The synthetic fuels produced will be used by Lufthansa in Frankfurt am Main to power the company’s aircraft with renewable fuels. Lufthansa plans to use 100% renewable fuels for their fleet by 2030.

The production plant will be based on Power-to-Liquid (PtL) technology, which converts electricity from renewable sources into synthetic fuel, using carbon dioxide (CO2) as a raw material that is extracted from the air. The plant will therefore contribute to reducing greenhouse gas emissions, as the fuel produced is CO2-neutral.

The E-Fuel production plant is part of the “Hessen Aviation” project, which aims to develop and implement sustainable concepts for the aviation industry. The project is funded by the state of Hesse and includes other measures to reduce greenhouse gas emissions in aviation, such as the use of hydrogen as fuel.

Construction of the E-Fuel production plant began in March 2023 and is expected to be completed by the end of the year. The plant will play an important role in the development and implementation of sustainable concepts for the aviation industry, helping to reduce greenhouse gas emissions.

Ineratec, founded in 2016, is a pioneer in the development of sustainable technologies and has conducted numerous projects in this field. Power-to-Liquid technology is one of the company’s core competencies and is already used in various applications, such as the production of synthetic methane and diesel fuels. The partnership with Deutsche Lufthansa, Fraport AG, and the city of Frankfurt am Main is an important step for Ineratec to advance the development and implementation of sustainable technologies in the aviation industry. The partnership will allow Ineratec to test and further develop their technologies on a large scale.

In an expert interview on the website of the Bavarian Broadcasting Corporation (br.de), Thomas Koch, Head of the Institute for Piston Machines at the Karlsruhe Institute of Technology, and Falko Ueckerdt, Energy Researcher at the Potsdam Institute for Climate Impact Research, discuss the role of e-fuels in the energy transition. E-fuels are synthetic fuels produced from renewable electricity, water, and CO2. They are considered CO2-neutral because CO2 is removed from the atmosphere during their production and stored in the fuel. Another advantage is that e-fuels can be introduced into the existing vehicle fleet without major technical modifications.

Challenges in the introduction of e-fuels

However, there are also challenges in the introduction of e-fuels. A major disadvantage is their production costs, which are still several times higher than the costs of fossil fuels. In addition, the production of e-fuels requires a lot of renewable electricity, which can hinder the production of renewable energy if there is not enough capacity. There is also the problem that e-fuels are not necessarily CO2-neutral because large amounts of energy are needed for their production, which must come from renewable energy sources to be CO2-neutral.

Opinions on how important e-fuels are for the energy transition vary widely. Some see them as essential to make the transportation sector CO2-neutral and achieve climate goals, while others see them as too expensive and inefficient and instead focus on expanding electromobility and the use of hydrogen as a fuel.

Experts agree, however, that there cannot be only one solution for the energy transition and that various technologies and approaches must be combined. E-fuels could play an important role in this, especially in industries where the use of electromobility is difficult or not feasible.
