The City of Oulu (Finland) and HY2GEN Nordic have signed a Letter of Intent (LoI) to further develop the green transition industrial site in Vihreäsaari. HY2GEN plans to build a plant there for renewable hydrogen and synthetic fuels (e-fuels). What matters here: this site is not just “somewhere” – it is a strategic location that the city had already secured for this project through a planning reservation in November 2025.
The LoI is also more than just a friendly handshake: both parties have explicitly committed to concluding a cooperation agreement in 2026. Among other things, this agreement is expected to regulate the start of detailed planning, a target timeline, and the allocation of planning costs. For projects of this scale, this is exactly the point at which an “intention” starts to become a solid pathway toward an investment decision – and one that gives industry the planning certainty it needs.
For the market, Oulu is therefore another example of how PtX plants can scale: the right location, suitable land, and pragmatic procedures & governance all help accelerate the ramp-up of e-fuels. According to its own statements, Oulu is already positioning itself as the most important hub for synthetic fuel projects in the Baltic Sea region – with six projects reportedly underway across the city.
